Malcolm P. Ruff is more than a politician – he’s a visionary leader, a tenacious advocate, and a beacon of hope for West Baltimore. His unique blend of legal expertise, community involvement, and legislative acumen positions him as a transformative force in Maryland politics. As he takes on the challenges facing West Baltimore, Malcolm invites all residents to join him in building a stronger, more vibrant community for generations to come.

EARLY LIFE & EDUCATION
Malcolm’s journey began in Lower Park Heights, raised by a strong single mother who instilled in him the values of hard work and perseverance. Overcoming challenges, he excelled at Gilman School, earning a full scholarship to Duke University. There, he balanced Division I football with rigorous studies in African American History, Cultural Anthropology, and Public Policy. After earning his law degree from the University of Baltimore in 2012, Malcolm chose to return to his roots, dedicating his career to fighting for justice in Baltimore.
LEGAL CAREER & ADVOCACY
As a lead litigator at the prestigious Murphy, Falcon & Murphy firm, Malcolm has become a formidable advocate for justice. His tireless efforts have resulted in over $35 million in settlements for his clients, including a landmark $20 million settlement in the William Green case – one of the largest ever for police brutality in the United States.

LEGISLATIVE WORK
Appointed to the Maryland House of Delegates in July 2023 by Governor Wes Moore, Malcolm serves on the Appropriations Committee, the Transportation and Environment Subcommittee, and the Oversight Committee on Pensions. He is also an active member of the Legislative Black Caucus of Maryland. His legislative initiatives focus on critical areas including public safety, economic development, housing affordability, healthcare, education, and government transparency.

COMMUNITY ENGAGEMENT
Malcolm’s commitment to service extends far beyond the courtroom and statehouse. He founded The Pagya Project, addressing homelessness and street violence in Baltimore. He serves on numerous boards including Project Pneuma, Mentoring Male Teens in the Hood, and the Gilman School Board of Trustees. As co-founder of Gilman’s Black Alumni Society, he works to open doors for the next generation of leaders.
Malcolm is also deeply involved in his local church, serving as a life member and Praise & Worship leader at Heritage United Church of Christ.
